Summary

The Drug Enforcement Administration (DEA) – Office of Investigative Technology requires a Subject Matter Expert II (SME II) with a minimum of fifteen (15) years’ experience solving a diverse range of complex business design, business engineering or functional business problems impacting modern complex integrated solutions. Successful candidates will possess expertise in advanced system architecture, hardware technologies, advanced program management, performance measurement and communications; applied physics; computer generated imagery; digital and analog systems; human factors engineering; computer simulation; electronic sensor technologies; and Enterprise Resource Planning (ERP) or similar subject matter. The customer prefers candidates with a masters’ degree in Computer Science, Information Systems, Engineering, Business or other related technical discipline but is willing to consider candidates who possess a bachelor's degree with at least 15 years’ specialized experience over their entire working career. The customer may also consider candidates with a combination of at least 15 years of specialized experience over entire working career and experience in the areas identified in the “Competencies” section of this requisition (While the specific areas of expertise may vary the list of expertise presented above describes the core of what is needed.)


Essential Functions

Develops, plans and leads major software development projects

Evaluates performance results and recommends changes.

Serves as a technical expert across multiple software development projects

Provides end-user training support

Supports Help desk requirements.

Provides installation and configuration management of technical applications.

Provides support to Information System Security Officer (ISSO) in order to maintain Firebird security accreditation of ST applications.

Provides support to ensure backup and recovery of mission critical data and applications are implemented and operating efficiently.

Provides coordination with the user community and provides issue resolution utilizing industry best practices.

Provides database management support.

Provides requirements analysis and documentation for new features and/or capabilities requested by application users and program managers.

Provides design, development, testing and deployment support.

Provides support to further enhance ST's Web environment and communications portal on intranet and internet sites as required.


Competencies

A minimum of 15 years' experience solving a diverse range of complex business design, business engineering or functional business problems impacting modern complex integrated solutions.

Expertise in advanced system architecture, hardware technologies, advanced program management, performance measurement and communications; applied physics; computer generated imagery; digital and analog systems; human factors engineering; computer simulation; electronic sensor technologies; and Enterprise Resource Planning (ERP) or similar subject matter. (While the specific areas of expertise may vary the list of expertise presented above describes the core of what is needed.)

Although a master's degree in Computer Science, Information Systems, Engineering, Business or other related technical discipline is preferred, the following may be accepted as a substitute for possessing a masters' degree:

o The preferred substitute is a bachelor's degree with at least 15 years' specialized experience over entire working career. 

o The combination of at least 15 years of specialized experience over entire working career with the following grouping of experience and certifications may also serve as a substitute for a master's degree:

Work Environment

This job operates in a professional office environment within the continental US with occasional travel to overseas offices. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.


Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.


Must be able to remain in a stationary position 75% of the time.

Occasionally moves about inside the office to access file cabinets, office machinery, etc.

Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.

Expresses or exchanges ideas by means of the spoken word.  Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.

Frequently moves standard office equipment up to 25 pounds.

Must be able to work indoor conditions 90% of the time.


While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.


Position Type/Expected Hours of Work

This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m.  Evening and weekend hours required, as required by business need.


Travel

 Travel is primarily local during the business day, although some out of the area travel and overnight may be expected.
